The Concerned Citizen has written many articles in reference to City Officials and Government Agencies over the years, but none more prevalent then the Office of Unified Communications (DC 911), and the abuse demonstrated by a certain supervisor by the name of Ingrid Bucksell. In a recent comment, one follower disclosed that the OUC recently hired her cousin as the Human Resource Director, and that he helps her to perpetrate the abuse by creating and promoting a Fear Mentality among union employees throughout the agency. The 2 mentioned above make employee’s afraid to speak up for fear of losing their job through some trumped up charge like “AWOL”, just because some employees couldn’t report for duty after the record snowfall. You two cousins knew the snow was coming and should have known there would be a very high probability staffing shortages due to same. It sounds to us like the Operations Manager failed to plan accordingly.
We just don’t get it! Oh, well here’s a few thoughts for ya… People were snowed in, people first had to dig out of their homes, people couldn’t drive even if they did dig out their car because a city plow didn’t get to their street yet. It’s hard for a man to dig out much less a woman, did you hear that over 25 people died trying dig out this year. It would be Ridiculous and Foolish to punish employees for not getting to work. Our tax dollars served by hiring competent Managers to run the OUC.

No one has mentioned the fact that as a result of her latest relationship with a high ranking fire offical who is married has fathered her latest child.
The field workers that come to OUC to work.are mistreated as well by Ingrid Bucksell.
The OUC is like a soap opera that younwould watch on television while holding the live of DC hostage because we rely on them for life savimg services.
Hey John, thanks for your informative response. this is something we haven’t heard yet. Do you know the name of that fireman by any chance? Is she using him to intimidate the FD personnel assigned to the OUC? If so, concerned tax paying citizens of the District need to know.
I am working on providing you with the name. I think because of these relationships she feels protected and can do whatever she wants to whomever she wants. Can you imagine what it would do to his marriage if it got out? She intimidates everybody because she has managed to get all of her friends and family hired in positions to do her bidding.

Unfortunately, I can bear witness to the behavior distributed at the hands of this woman. Payroll is often messed up, there is favoritism, and downright abuse to the workers. Yes they are often threatenes with AWOL and not on just snoe days. If you have a seriuos illness you are expected to come in after such treatments as chemo. This behavior has fostered an attitude where supervisors are not supervising and leaving situations to be handled by others who are not in the supervisor position. The job is stressful enough and now the added pressures from a hostile environment have created even more pressures. The workers are becoming burnt out because of poor planning of management due to staffing shortages and emergency situations. I suggest a clean sweep. The workers have made an attempt to resolve via the union but the union sides with management every time. What’s left of the union. This problem will only grow and spill over to the citizens of DC and we deserve so much more than this.
The 3rd amendment to the constitution of the United States abolishes slavery. The dedicated men and women who work daily at the 911 center to help retired citizens like myself are not slaves and they don’t need to work under a slave master mentality. If management or any supervisor in that agency is fostering this type of work environment then they need to be removed. I am tired as well, tired of reading the bad news about this agency. Get it straight Ms. Mayor before its to late and your constituency and the other voting seniors in the city hold you responsible and take the appropriate action next election year.

How is it that this person is still working at this agency?
Because Upper Management refuses to listen to the employees. It is common knowledge at the OUC that Ingrid Bucksell has had many inappropriate work relationships and she benefited from them. She became cocky and arrogant because no one would ever investigate or address her spiteful unprofessional behavior. Also, the agency changes Directors about every four years with a new Mayoral election and they never clean house. Between all the complaints, EEOC complaints, and her blatantly creating a hostile, negative, and fearful work environment she continues to remain in her position. She is so arrogant that she loudly and openly boasted on the Operations Floor, in front of several employees on Friday January 29, 2016 that she’s aware of the “stuff on the internet” and when she finds out who did it they will be gone. As a D.C. Government resident myself it is overwhelming because I have to work under these bleak and hostile conditions. I am a resident who knows first hand what our tax dollars are going through and we’re paying for unqualified , uneducated, unprofessional, work-place bullying which occurs daily at the Office of Unified Communications. Her vindictiveness is not solely reserved for OUC employees she had a loud verbal confrontation with a Seargent on DCFD in front of employees and Acting Director Chris Geldart had to meet with the Fire Chiefs and he took away a lot of her responsibilities. However, now that Ms. Holmes is in place it is business as usual with threats and intimidation.
Thanks for your response Just Tired. We’re tired as well of hearing and writing about the OUC agency. However, we will continue to report on abuse involving any city government agency or official, and we sincerely hope that what we say or report on in the future will in some way promote change.
I know the environment you work in and unless they clean out all of the cronies it doesn’t matter if she goes or stay. They need to clean out all of management! I pray for you and all of the workers that are jsut tired.
